Viral Photos & Videos Show Bleak State Of Hospitals That Are On The Verge Of Collapsing

Hospital beds have been removed to make way for benches in order to house more COVID-19 patients in the ward.

Photos and videos showing patients sitting shoulder to shoulder in hospital wards while others are resting on beds crammed next to one another have gone viral on social media and messaging apps

In the videos that SAYS sighted, patients can be seen being seated on stretchers placed at various corners in a hospital ward, while beds are put closely together in order to house more patients.

One of the viral videos was shared by Klang member of Parliament (MP) Charles Santiago. It not only shows COVID-19 patients sleeping on camp beds placed outside the emergency department of Tengku Ampuan Rahimah Hospital (HTAR) Klang, it also shows that the emergency lobby has been converted into a makeshift ward with patients resting in the area in a disorderly manner.

Another 16-second long video shows patients sitting on benches placed perpendicularly to the areas that are normally meant for hospital beds. Patients are seen wearing oxygen masks that are connected to medical gas pipelines attached to the wall.

Each area is encased with transparent cubicle curtains. Some patients can be seen sleeping in an upright position.

The distressing videos surfaced after the Ministry of Health (MOH) repeatedly stressed over the past weeks that hospitals in Klang Valley are operating at "overcapacity"

On Wednesday, 7 July, Health director-general Tan Sri Dr Noor Hisham Abdullah said four of the most infectious states and territories have daily new cases higher than the maximum capacity that the states' hospitals can handle.

The states and territories are Kuala Lumpur, Selangor, Negeri Sembilan, and Labuan.

The trend has been worsening since mid-June when the occupancy for intensive care unit (ICU) beds hospitals reached 90%.

Now, the hospitals are operating at "overcapacity".

According to the MOH's latest seven-day COVID-19 statistics, Negeri Sembilan has the highest ICU utilisation rate at an average of 166% — well above the 100% capacity rate.

Other than the official statement from Noor Hisham, accounts given by medical officers on the ground level also depict a similar bleak situation

Speaking to several medical professionals in Klang Valley hospitals, CodeBlue's report on Wednesday likened Malaysia's current bed shortage crisis to India.

"We don't really know what's causing this," a medical officer at Ampang Hospital told the independent healthcare news portal on condition of anonymity.

"All we know is that these patients are in healthy condition one day, and they have breathing difficulties the next."

It is learnt that the hospital received about 100 stage four COVID-19 patients from the Malaysia Agro Exposition Park Serdang (MAEPS) on Sunday, 4 July.

Before they could make arrangements for the new influx of patients, they received another another 120 severe cases from the quarantine centre.

"Admissions are high but discharges are low. And that is not inclusive of critical patients under pre-hospital care and ambulance calls or those who walked in," the Ampang Hospital doctor said.

"We accept them, but we don't know what to do with them."

One staff working at HTAR Klang said that the condition in the hospital is similar to India, revealing that some patients had to lie down in front of the payment counter due to bed shortage.

"The whole scenario is like India — patients are lying on the floor everywhere," said the HTAR Klang staff.

Additionally, the report also noted that hospitals in Klang Valley have become a virus "land mine", whereby COVID-19 negative individuals entering the premises are likely to leave with an infection

Citing the World Health Organization (WHO) and the US Centers for Disease Control and Prevention (CDC), CodeBlue reported aerosol as a key mode of infection.

In other words, COVID-19 is airborne.

"That's another issue that we are facing," said a Selayang Hospital staff member.

"Patients are popping up positive (for COVID-19) in the ward from out of nowhere. It's literally like stepping into a land mine."

CodeBlue's report also highlighted other pressing issues at the hospitals, such as computerised system malfunction, overworking, and loss of hope among medical workers, among others.

A medical staff reportedly worked 20 hours during an extended shift in a day.

In response to the crisis, Health Minister Datuk Seri Dr Adham Baba allocated RM1.1 million worth of supplies to HTAR Klang.

Other hospitals in the country's most populous area will also receive ICU beds and other equipment, reported Malaysiakini.

The allocation came after Klang MP Charles pleaded with the federal government to "immediately intervene to mitigate the tragedy".

He also urges the government to convert nearby budget hotels and public halls to medical centres as an interim measure.

Irish International University Again!

I wrote quite extensively a while back on the issue of "bogus universities" in our presence. Part I was on Datuk Abdul Azeez Abdul Rahim, UMNO Putera's chief who proudly paraded his Masters in Business Administration credentials, which was purchased from a bogus Preston university. Part II covered the use of honorific titles from dubious institutions even in the religious fraternity. And Part III spoke about our very own Ministry of Higher Education and Public Service Department's complicity in lending credibility to these dodgy institutions including a certain "Irish International University".

Well, for those interested, Idlan Zakaria did some updated extensive research about these institutions and posted her findings on his blog.

It appears that some of these institutions which has been "found out" continue to be offering a "degree" education in this country! And Irish International University (IIU) for example, continues to offer their dodgy degree programmes to students in this country, given the recent press article in Kosmo! on their graduation ceremony last month. This is despite the fact that the Irish Embassy has specifically highlighted to our authorities that there is no such university in Ireland!

The "university" even proudly proclaimed that due to the nature of their courses, one can complete its degree programme within a year, when a normal programme would have taken possibly 3 years.

And as pointed out by Idlan, claims by IIU to be accredited by a Quality Assurance Commission - United Kingdom (QAC-UK), are clearly attempts to mislead and dare I say it, defraud, potential students (victims)! There is no such regulatory body in the UK! The official agency for such matters in the UK is the Quality Assurance Agency for Higher Education (QAA).

IIU claims to have 40 campuses within UK itself, and another 40 campuses around the world. Does it? Hell, it even runs an Oxbridge College in London!

Oh, and it offered Honourary Doctorates as well to "outstanding individual for his or her contribution to mankind". And the unfortunate "victim" for the honour this time round went to one, Tan Sri Dato Lamin Haji Mohd Yunus, who was recently voted to the UN Tribunal for the former Yugoslavia and a non-executive director for several listed companies on Bursa Malaysia, including Mycom Berhad and Golden Hope Plantations Berhad.

IIU tries hard to avoid being categorised as a "degree mill". It tries to legitimise itself by calling itself a "non-traditional legitimate university" (as opposed to universities sanctioned by an Act of Parliament). If I'm not wrong, the fact that it is even using the term "university" in its name is illegal in both the UK and Malaysia since only institutions sanctioned by the Act of Parliament may call itself such. If it is really such a "legitimate" institution, why bother with all the blatant and shameless attempts to mislead?

Why is it that after complaints by the public and the Irish Embassy, this bogus university is still allowed to operate and defraud students in this country? What is the Public Service Commission and Ministry of Higher Education doing?

And the best part of it is...? The convocation ceremony which was held at the KLCC Convention Centre, was officiated by a Deputy Minister from the Prime Minister's Department, on Datuk M Kayveas.

Bogus university scam uncovered

An international education scam that targets foreign students who come to study in the capital has been exposed by a BBC London investigation.

The bogus Irish International University (IIU), which offers sub-standard and worthless degrees, has been allowed to flourish in the UK - virtually unchecked by the government - for the last seven years.

Although the organisation is unaccredited, hundreds of students have been given educational visas to enter Britain and take its exams at private colleges in London.

The IIU, which has 5,000 students worldwide and thousands of graduates, maintains the illusion of a valid education through its elaborate but highly misleading website.

This illusion is enhanced by the university's continued use of Oxford and Cambridge facilities to stage its award ceremonies.

After each event photographs appear on the IIU website showing happy students receiving awards at the UK's best seats of learning.

Our investigation took us from London to Dublin, Oxford and finally Monte Carlo in search of those behind the IIU.

A BBC journalist and an actor posing as fake academic were invited to the IIU's award ceremony which, surprisingly, was held at the Divinity School, next to the Bodleian Library, in the very heart of Oxford University.

The ceremony was due to go ahead at Cambridge, but after BBC London alerted the university authorities the event was cancelled. That did not stop the IIU switching venues to Oxford at the last minute.

Dublin campus?

In Oxford, our journalist and actor secretly filmed the award ceremony and recorded meetings with university boss and Executive President Professor Hardeep Singh Sandhu, a Malaysian businessman and faculty member Dr Edwin Varo.

Dr Varo, told us that the IIU was not bogus and was registered in Ireland and that it had applied to the government and had been given approval to use the word university.

In Dublin, Sean O'Foghlu, Chief Executive of the National Qualifications Authority of Ireland, told BBC London: "To use the word university in a title it needs approval from our Department of Education and Science - no such approval has been given by our department."

The university website clearly stated that the university had a campus in Dublin. We visited the address given by the IIU on its website - there was no campus, just a mailbox.

The website also claimed that the IIU's educational programmes were accredited and quality controlled by the impressive sounding QAC-UK Ltd - the Quality Assurance Commission, based in North London.

During secretly filmed meetings, Professor Sandhu told our undercover team that the QAC was an "independent body" that maintained the quality of education in the UK and elsewhere.

Faculty member, Dr Varo explained that the QAC staff: "Focus more on your curriculum - on your teaching; focus on your evaluation - they focus on your faculty - who are your faculty - what amount of real teaching takes place."

The QAC website listed an impressive roll-call of staff including the QAC Commissioner General and an Acting Commissioner General.

Our reporter visited the QAC and instead of finding a commissioner general we found four telephonists fielding calls for countless companies at yet another virtual office.

A further check at Companies House revealed that far from the being "independent" the QAC is in fact owned by university boss Professor Dr Sandhu.

Bona fide academic, Professor Geoffrey Alderman, gave evidence to the Home Affairs Select Committee on the subject of bogus institutions.

He told us: "Some of these colleges will say, 'sure we're accredited', but when you say 'by whom?', they name an accrediting institution which in fact they themselves own."

University boss Professor Sandhu, who sits on the governing council is a Doctor of Letters, a doctorate awarded by another unaccredited university based in the Caribbean.

His professorship is "honorary", awarded by a European association set up to give out professorships.

On the website he also called himself "Sir H Sandhu" but his knighthood was not bestowed on him by the Queen.

One person missing from the Oxford award ceremony was the university's Honorary Chancellor, His Excellency Baron Knowth - real name Professor Jeffrey Wooller - a successful chartered accountant from London.

Professor Wooller, a member of the Institute of Chartered Accountants, owns a £1.2m townhouse in Kensington but spends most of his time living as a tax exile in Monte Carlo.

Our actor, again posing as a fake academic, arranged to meet Professor Wooller, at a hotel in Monaco. We secretly filmed this meeting.

'Dreamt up'

He told our fake academic that the IIU was not "recognised anywhere".

He admitted to our actor that the website was an illusion: "When you look at the website, it's a figment of someone's imagination. Someone's dreamt up what a university should look like, and that's what's on the website."

Professor Wooller told us that students paid a lot of money to attend the award ceremonies, adding: "If you can mention Oxford, Cambridge then the whole world thinks that it must be a good university."

He then said of the university's operation: "The whole thing's dodgy." He even said that the IIU's governing council, of which he and Professor Sandhu are both members, did not exist.

A BBC London reporter then confronted Professor Wooller:

Reporter: You said the whole thing is dodgy.

Mr Wooller: It is dodgy!

Reporter: Oh so you admit it's dodgy?

Mr Wooller: Of course it's dodgy.

He also told our reporter that he had been given his professorship by the IIU and that he had bought his "Baron" title.

Professor Wooller refused to quit as honorary chancellor stating that most IIU students were happy and that the university was good value for money.

Professor John Arnold of Loughborough University has seen coursework from an IIU graduate.

He said: "Students are paying for this, what I would regard as worthless and bogus qualifications. I would say buyer beware from the point of view of students.

"You know I really think that they'll probably be getting qualifications which are unlikely to be taken seriously at least in Western Europe."

'Banned'

Following BBC London's investigation the IIU will now no longer be allowed to use Oxford and Cambridge's facilities to stage their award ceremonies.

Oxford University issued a statement stating that they would not be renting its facilities to the Irish International University in the future.

The IIU website survives but since our investigation it has undergone a radical overhaul.

The reference to a Dublin campus has been removed, the QAC is "no longer involved with the Irish International University" and its logo no longer appears on the website.

Professor Sandhu told BBC London that the university will not renew its affiliations with any private colleges in London.

The government is promising that by 2009 all colleges wishing to bring overseas applicants into the country will need to be accredited.

Higher Education Minister Bill Rammell said: "Our universities are rightly regarded as world class and any attempt by bogus institutions or conmen to tarnish this hard won reputation will not be tolerated.

"The UK has some of the toughest regulations in the world governing the award of higher education qualifications. The vast majority of private colleges in London operate lawfully and provide a high-quality service to their students.

"We are working very hard on behalf of students to ensure that all private institutions meet strict quality standards.

"Where we are not satisfied that this is the case with a particular college, we will not hesitate to investigate and if necessary, close it down.

"I would encourage all new students to carefully check the credentials of the college they wish to enrol at and if they have any concerns, contact their local trading standards team."
